Effective Parenting

Throughout Sacramento County children zero to five are being raised by parents and caregivers who have a desire to provide appropriate parenting to their children. Yet parenting is a daunting task that requires a community approach to support these parents and caregivers. Many parents and caregivers have done their best to rear children with very limited resources. At times these limited resources have resulted in crisis situations or parenting difficulties.

What is First 5 Sacramento Doing About Helping Parents to Provide Effective Parenting to Children Zero to Five?

First 5 Sacramento is working with community partners to increase the parenting services and supports to children zero to five by increasing the number of parent education courses and supportive services that are available to families in our community. These supportive services also include crisis intervention resources. Five lead agencies will oversee the service delivery provided by eleven community partners in the Effective Parenting Result Area.

First 5 Sacramento will also conduct a Touchpoints pilot project to train Sacramento County Public Health Nurses and child care providers in this best practice model. This model provides a means to improve the practice of a variety of professionals who work with young children and their families. The Touchpoints philosophy seeks to empower parents, which can result in the use of more effective parenting measures.

Funded Partners - Effective Education and Supports for High Need Groups

  • Sacramento County Department of Health and Human Services / Family Support Collaborative: The Effective Parenting Initiative
    Sacramento County Department of Health and Human Services / Family Support Collaborative - EPI provides appropriate effective parenting education and support services based on family need. Activities to accomplish this include: community outreach; Family Resource Center staff training; pre-service family needs assessments; multiple language delivery of parenting workshops; Parent Support Line; InfoLine; and post-service assessments to measure effective parenting results. Parenting workshops will be offered at eight Family Resource Centers. These workshops include-DARE to be You, Make Parenting A Pleasure, and Strengthening Multi-Ethnic Families and Communities.

  • Sacramento County Department of Health and Human Services / Nurse Family Partnership Program
    The Nurse-Family-Partnership, NFP, aims at achieving three important objectives: 1) Improve pregnancy outcomes by helping women practice sound health-related behaviors; 2) Promote healthy child development by helping parents develop skills and confidence to provide responsible and competent care for their children; 3) Promote a positive parental life course by helping parents set goals for their future. NFP provides home visitation services to low-income, first-time mothers and their families. This project will serve families in the Arden/Arcade, Citrus Heights, and Orangevale communities by using public health nurses, NFP will provide effective parenting education and learning activities that help parents develop skills that result in improved child development and health. Parents learn to respond appropriately to their baby’s cues, and learn ways to discipline safely and consistently. Through case management, the social and environmental context of families and communities are addressed and families are linked to supportive services in their communities.

  • Elk Grove Unified School District/ Power of Parenting Program
    The Power of Parenting program incorporates four program components to be offered free of charge and to be delivered at the preschool centers located within the Florin and Valley-Hi communities. The first component, the Strengthening Multi-Ethnic Families and Communities program, is an intensive 12-week program to be tailored to meet the special linguistic and cultural needs of the service population, to be delivered by Bilingual Family Advocates in the native languages of represented parents. The Open Books, Open Hearts program is a family literacy program that serves a dual purpose of 1) strengthening parent’s knowledge of literacy; and 2) promoting physical bonding between parents and children through sharing literature and family stories. The Male Involvement program will provide specific outreach and services to fathers and male caregivers to positively engage them in the lives of their young children. The fourth component, Project Play, services children with special needs through participation in therapeutic play groups. Project Play will be offered through a subcontract with UC Davis.

Funded Partners - Effective Crisis Intervention Services

  • Sacramento County Department of Health and Human Services / Family Support Collaborative: Family Resource Center Crisis Intervention
    Sacramento County Department of Health and Human Services / Family Support Collaborative – FRC/CI provides appropriate effective crisis intervention services based on family need. Activities to accomplish this include: pre-service family needs assessments; and crisis support services based on family need. Effective crisis intervention services for parents experiencing a crisis such as but not limited to a lack of housing, food and domestic violence will be immediately referred to a Crisis Intervention Specialist who will provide case management and follow-up services to mitigate the crisis and help the family to stabilize.

  • Sacramento Children’s Home - Crisis Nurseries
    Crisis Nurseries - Crisis Nurseries provide short-term daytime/24 hour respite care for children age zero to five while parents and caregivers receive support and coordinated case-management services to mitigate a crisis. Services available to parents and their children include: Family assistance; daytime respite care from 7a.m. to 7p.m. for children birth through five years of age, 24 hour respite care up to 30 days; 24 hours a day, everyday service; counseling and support services to strengthen the family; referrals to other community resources; services that are free to the family and are confidential.

Touchpoints Pilot Project

  • The Sacramento First 5 Commission will conduct a pilot project in which Public Health Nurses and child care providers will be trained in this best practice model. This pilot project will emphasize training on the Touchpoints approach to practitioners in the Sacramento community for one year. These trained practitioners will incorporate the Touchpoints approach into their service delivery to families with children age zero to five for the remaining two years of the funding cycle. Evaluation of the Touchpoints approach will be conducted to determine the effectiveness of its use within Sacramento County’s system of care. Based upon the findings of the pilot project, a plan to further implement the Touchpoints approach throughout the Sacramento County system of care will be developed.
