Sacramento will have strong and inclusive communities, safe and healthy families, and valued children who can realize their potential and enjoy productive and fulfilling lives.

Our Mission

The First 5 Sacramento Commission is committed to supporting the healthy development of children zero to age five, the empowerment of families and the strengthening of communities.

First 5 Sacramento History

In November 1998, California voters passed Proposition 10, the California Children and Families Act (The Act). This Act imposed a tax on all tobacco products, including cigarettes to fund education, health, childcare and other programs for expectant parents and children ages zero to five. First 5 Sacramento was formed as a result of the passage of Proposition 10 to facilitate funding of children’s programs and services in Sacramento County.

During the past fiscal year, over $70 million in Proposition 10 taxes were collected. A portion of this tax revenue is allocated to each county based on the number of live births recorded in that county. Sacramento County received $17 million in Proposition 10 funds for the past fiscal year. In the future, Proposition 10 tax revenue is expected to decline annually consistent with the anticipated decline in the number of smokers.

Research shows that the brain develops dramatically during the first five years and what parents do during these years to support their child’s growth will have a meaningful impact throughout life. First 5 Sacramento wants to give parents and caregivers the tools necessary to ensure their children reach their greatest potential. More about Proposition 10.

First 5 Sacramento continues to work toward providing meaningful experiences to young children during the first five years. We know that positive family interactions during this time have a profound effect on the way children grow and develop and establishing a foundation for future success in school and in life is our goal.
